Living in Italy increasingly means dealing with public administration online. Pension records, tax returns, healthcare documents, residence certificates and municipal applications can often be managed without visiting an office—but only if you have the right digital tools.
Three acronyms appear repeatedly: SPID, CIE and PEC. They are sometimes treated as interchangeable, but each performs a different function.
• SPID is a digital identity used to sign in to online services.
• CIE is the electronic Italian identity card, which can also function as a digital identity.
• PEC is certified email designed for official communications with legal value.
Most long-term residents will benefit from having either SPID or an activated CIE for accessing services. A PEC account is not always compulsory for private individuals, but it can be extremely useful when communicating with public authorities, professionals, landlords and companies.
SPID: Italy’s Public Digital Identity System
SPID stands for Sistema Pubblico di Identità Digitale. It allows a person to use one digital identity to enter participating public—and some private—online services.
Instead of creating separate usernames and passwords for INPS, the tax authorities and individual municipalities, you select “Entra con SPID,” choose your SPID provider and authenticate through that provider’s website or app.
SPID does not replace your passport, identity card, codice fiscale or residence permit. It is an authentication system that confirms who you are when using an online service.
Who Can Obtain SPID?
According to the official SPID portal, applicants must normally be at least 18 and have:
• A valid Italian identity document, such as an Italian identity card, passport or driving licence
• A tessera sanitaria, codice fiscale card or official certificate showing the codice fiscale
• A personal email address
• A mobile telephone number
Foreign citizens cannot use a permesso di soggiorno alone as the identity document for a SPID application. A foreign resident can, however, use the residence permit to obtain an Italian identity card from the municipality and then use that card when applying for SPID.
This is one reason why completing residence registration in Italy can make many later administrative procedures easier.
How to Activate SPID
SPID is issued by authorized identity providers rather than directly by a municipal or national government office.
The usual procedure is:
- Choose an identity provider listed on the official SPID website.
- Register using your personal information, email address and mobile number.
- Upload or enter the requested identity-document and codice fiscale details.
- Complete an identity-verification procedure.
- Activate the provider’s app or other authentication method.
Recognition may take place in person, by webcam, through an audio-video procedure, or by using a CIE, Carta Nazionale dei Servizi or digital signature. Available methods and charges vary among providers. Some identification procedures are free, while others carry a fee. Once SPID has been activated, using it to access participating services is free for individual citizens.
SPID Security Levels
SPID has three security levels.
Level 1 uses a username and password. It is suitable only for services requiring basic authentication.
Level 2 adds a second factor, usually a temporary code or authorization through the provider’s smartphone app. This is the level residents encounter most frequently.
Level 3 uses stronger authentication with additional security technology. It is required much less often for ordinary personal services.
Never approve a SPID notification unless you initiated the login. An unexpected request may indicate that someone has obtained your username and password.
CIE: More Than an Identity Card
CIE stands for Carta d’Identità Elettronica. It is the physical electronic identity card issued through Italian municipalities, but its embedded chip also allows it to function as a secure digital identity.
The card is issued by the Ministry of the Interior following an application through the comune. Italian citizens and legally resident foreign nationals can generally request it under the applicable municipal procedures. For a non-Italian citizen, the CIE normally serves as identification within Italy but is not automatically a travel document.
When requesting the card, the applicant usually provides:
• A recent passport-style photograph
• A codice fiscale or tessera sanitaria
• The previous identity card, if renewing it
• A passport or other accepted identification when required
• A residence permit or related immigration documentation for non-EU residents
• Payment of the applicable national and municipal fees
The exact appointment system and documents should always be checked on the website of the applicant’s comune.
Using CIE Online
The CIE can be used on websites displaying the “Entra con CIE” button. Depending on the security level required, authentication can involve CIE credentials, a one-time code or a physical reading of the card.
For full card-based authentication, residents generally need:
• Their CIE
• The eight-digit CIE PIN
• A smartphone with NFC and the CieID app, or a compatible contactless card reader connected to a computer
The first half of the PIN is normally provided when the card is requested, while the second half accompanies the delivered card. Keep both the PIN and PUK information in a safe place.
With the CieID app and an NFC-enabled phone, the user can begin on a computer, scan a QR code if shown, and complete authentication on the phone. Alternatively, supported services can be opened directly on the smartphone.
SPID or CIE: Which Is Better?
For most routine public services, SPID and CIE provide access to many of the same portals. There are, however, practical differences.
SPID is often convenient because authentication normally takes place through an app without physically reading a card. It is also familiar across a very large number of Italian websites.
CIE is a state-issued identity document and digital credential combined in one card. It can be particularly valuable for someone who does not want to depend entirely on a private SPID provider.
There is no need to choose only one. Many residents maintain both. If a SPID app is temporarily unavailable or a password has been forgotten, the CIE may provide an alternative route into an important service.
PEC: Certified Email for Official Communications
PEC stands for Posta Elettronica Certificata. It looks and operates much like ordinary email, but it produces technical receipts certifying the sending and delivery of a message.
When a message is correctly sent from one PEC address to another, the sender normally receives:
• A receipt confirming acceptance of the message by the sender’s PEC system
• A receipt confirming delivery to the recipient’s PEC mailbox
These receipts should be retained together with the original message and its attachments. They can provide evidence of when a communication was sent and delivered.
PEC is often described as the electronic equivalent of a registered letter with proof of delivery. This is useful shorthand, although the legal and technical rules are more precise than that comparison suggests.
A PEC receipt proves transmission and delivery through the certified system. It does not automatically prove that every statement in the message is true, that an attachment was correctly prepared or that a particular procedure was legally valid.
When PEC Has Full Practical Value
PEC works best when both sender and recipient use certified addresses. Sending a PEC message to an ordinary email address may not produce the same certified-delivery result.
Before writing to an authority, look for an address explicitly identified as PEC. Public bodies often list separate ordinary and certified email addresses on their contact pages.
PEC is commonly used to:
• Submit documents to a comune
• Send formal notices to a landlord or tenant
• Communicate with public authorities
• Contest a bill or request contractual action
• Send documents to an accountant, lawyer or notary
• Respond to an official administrative request
• Submit certain applications when the procedure permits PEC
• Create a documented record of important correspondence
A PEC account can be purchased from an authorized provider, usually for an annual fee. Prices, storage capacity and archival services vary. Residents should select a provider that clearly explains renewal charges, mailbox limits, security and recovery procedures.
PEC and Digital Domicile
A private individual can register a PEC address as a domicilio digitale, or digital domicile, through the official INAD system.
Once registered, that address can be used by participating public authorities for official communications that would otherwise be delivered through traditional channels. This makes it essential to monitor the mailbox regularly.
A forgotten PEC account can be more dangerous than having no PEC at all. If it has been registered as your digital domicile, an official notice may be legally delivered even if you do not open it immediately.
Check the mailbox, spam area, storage limit and renewal date regularly. If you change PEC providers, update your digital domicile and any organizations that use the old address.
Using SPID and CIE for INPS
INPS manages much of Italy’s social-security and welfare system. Its online portal contains services relating to:
• Pension contributions and forecasts
• Employment and contribution records
• Unemployment benefits
• Family and parental benefits
• Disability-related services
• Domestic workers
• Self-employment contributions
• Applications, payments and correspondence
After selecting “Entra in MyINPS,” users can generally authenticate with SPID, CIE or another accepted digital credential.
Residents should periodically check their INPS contribution record rather than waiting until retirement. Missing employment periods or incorrect contributions are generally easier to investigate when payslips and contracts are still available.
Using Digital Identity for Healthcare
Healthcare services are administered regionally, so the exact portal and available functions depend on where a person lives.
SPID or CIE may provide access to the regional Fascicolo Sanitario Elettronico, or electronic health record. Depending on the region, residents may be able to:
• View prescriptions and referrals
• Download laboratory results
• Consult vaccination records
• Review specialist and hospital documents
• Book or manage appointments
• Change their family doctor
• Pay healthcare tickets
• Access exemption information
Digital access does not itself establish healthcare eligibility. The resident must first be correctly registered with the Servizio Sanitario Nazionale or otherwise entitled to the relevant service. Using SPID and CIE for Taxes
The reserved area of the Agenzia delle Entrate can be accessed through accepted digital credentials, including SPID and CIE.
Available functions may include:
• Viewing tax returns and payments
• Accessing the pre-filled tax return
• Consulting information in the cassetto fiscale
• Checking registered contracts
• Viewing certain notices and communications
• Managing contact and payment information
• Authorizing an intermediary where supported
• Accessing property and cadastral services
A digital identity makes access easier, but it does not simplify the underlying tax rules. Foreign income, overseas property, investments and tax residence can create obligations that are not obvious from the online account. Municipal and ANPR Services
SPID and CIE can also be used for national population-register and municipal services.
Through ANPR and participating local portals, residents may be able to:
• Download personal-status certificates
• Request residence and family-status certificates
• Submit a change-of-residence declaration
• Check registered personal information
• Request corrections to certain records
• Apply for resident parking permits
• Enroll children in municipal services
• Pay local charges
• Submit waste-tax declarations
• Access building, housing or civil-status procedures
Not every comune offers the same online services. Some procedures remain local, and supporting documents can differ even when the login system is national.
Official Communications and the IO App
The IO app brings together a growing number of public services and messages. Access is normally protected by a recognized digital identity, such as SPID or CIE.
Depending on the authority and service, the app can be used to receive reminders, view messages, make payments through pagoPA and manage certain public-service interactions.
However, an IO notification, ordinary email, PEC message and paper notice do not necessarily have the same legal status. Read each communication carefully and follow the response method stated by the issuing authority.
A Sensible Setup Order for New Residents
For someone establishing a long-term life in Italy, the following order is usually practical:
- Obtain a codice fiscale.
- Complete the necessary immigration and residence procedures.
- Request the CIE from the comune when eligible.
- Store the CIE PIN and PUK securely.
- Activate the CieID app and test the card.
- Obtain SPID if you want a second, convenient authentication method.
- Create a PEC account if you expect formal administrative or contractual communications.
- Decide whether to register the PEC as your digital domicile through INAD.
- Test access to INPS, Agenzia delle Entrate, ANPR and the regional healthcare portal.
- Keep digital and paper copies of receipts, applications and important communications.
Common Mistakes to Avoid
Confusing identification with communication
SPID and CIE confirm your identity online. PEC sends and receives certified communications. One does not replace the other.
Using only an ordinary email address
An ordinary email may be suitable for general questions, but it does not normally provide the certified acceptance and delivery evidence produced by PEC.
Sending PEC to the wrong address
Use the recipient’s official PEC address. A certified message sent to an ordinary mailbox may not give you the legal evidence you expected.
Ignoring PEC storage limits
A full mailbox may create delivery problems. Download and archive important messages, and increase storage if necessary.
Losing the CIE PIN and PUK
Store the two parts of the PIN and the PUK securely when the card arrives. Do not wait until an urgent login is required.
Changing telephone numbers without updating accounts
SPID, CIE and PEC recovery may depend on the registered mobile number or email address. Update these details before losing access to the old number.
Approving unexpected authentication requests
Never approve a login notification you did not initiate. Change the password and contact the provider if suspicious requests appear.
Assuming online submission guarantees acceptance
A delivery receipt proves that documents arrived, not that the application was complete or approved. Continue checking for requests, deadlines and decisions.
The Three Tools Work Best Together
SPID, CIE and PEC solve different parts of the same problem.
SPID provides convenient access to online services. CIE combines physical identification with state-backed digital authentication. PEC creates a documented channel for formal communications.
Once these tools are activated and tested, many tasks that once required queues, appointments and registered letters can be handled from home. The bureaucracy does not disappear, but it becomes easier to trace, document and manage.
